Embedding gender in the population planning domain: Designing a gender audit tool for policy in a collaborative research setting (85)

Background:

Public policies and plans play an important role in creating a fair and inclusive society for both women and men. The absence of gender in a significant proportion of polices and plans across the three tiers of Australian Government (Local, State and National) is the basis for this doctoral research.

Method:

Within a participatory action research setting, using the collaborative research method, the Delphi Technique, the Gender Audit Tool (GAT) and Gender and Policy Package (GaPP) have been developed.

Results/Discussions:

The content and structure of the GAT and GaPP were directly informed by the 13 week, 25 participant Delphi process. The GAT is scored out of 100 points and is assessed with five key criteria: sex-disaggregated data, gendered strategies and actions, language, consultation and a commitment statement to gender analysis. The GaPP, an educational and interpretive support manual for the GAT, is centered on the social determinants of health approach with a strong diversity focus.

Conclusions/implications:

The GAT and GaPP will sustainably improve the level of gendered representation in public polices and plans by educating policy makers and tracking changes to policy over time.
